Global issuance volumes of sovereign sukuk, which are Shariah law-compliant securities that resemble bonds, have been falling since 2020, even as new issuers continue to enter the market. In this report we discuss the key drivers of this decline, analyze why sovereign sukuk may, in some cases, appear to outperform conventional bonds, and clarify our expectations for the treatment of sukuk in a sovereign debt restructuring.
